I remember when Seth Bodnar was president of UM you know. The number one priority was to enrollments that stuck it out till degree time. To do that you would have to increase admission standards such as Harvard. That's not how public education works. THere motto is Education, Indivisible with Liberty and Freedom for ALL. So what if retetnetion rates where never significantly different for 25 years.
I think the #1 priority at all schools is to have challenging creative assignments requiring crftreativity from students, no grades maybe an occasional gentlemen.s b, and let up when the students ae having difficultires.
